what happened to my youtube broadcasting. You tube is not working on my pc. Can some help me how it can work again.

I am highly disturbed, why youtube is not working on my PC. Also there should be some solution to so many problems, we have entered 21st century and we are still slave to such petty problems.I don't know who to blame. Is this the fault of technology or Microsoft or google chrome? Something just goes wrong for no reason. It is really shame.
