[SOLVED] What happens if a psu with APFC gets voltages over the max (or under the min)

does it just turn off? Let's say the psu can work in 100v/240v, what happens if it gets 90v or 250v?

Ideally yes, it shuts down, worst case it blows up, usually if the input voltage is too low for prolonged periods or under elevated ambient temperature as it that increased stress on APFC stage.
