In a Prime Z270-A motherboard, and a i7 7700k processor.. i heard that the 7700k processor limits 2400mhz.. and i dont understand what is the " oc memories " in the z270 motherboards.. can anyone explain that for me pls?

Then you can't use XMP, and will have to set all the timings yourself. There probably won't be much overclocking headroom left, I definitely don't think it'll reach 3866, and it isn't really worth all the work for little gain.
At stock, the RAM that you install on your motherboard will run at 2400Mhz. You will need to overclock the RAM for it to reach its advertised RAM speed, but only up to what your motherboard can support. Do not worry about the RAM speed that your processor states. Your motherboard will clock the ram at the default speed the motherboard supports, to overclock it further, you must do that yourself.

In this motherboard i can use: DDR4 3866(O.C.)/ 3733(O.C.)/ 3600(O.C.)/ 3466(O.C.)/ 3400(O.C.)/ 3333(O.C.)/ 3300(O.C.)/ 3200(O.C.)/ 3000(O.C.)/ 2800(O.C.)/ 2666(O.C.)/ 2400(O.C.)/ 2133 / But i only wanna know how do i overclock to my clock frequencies.. ( 3000mhz ) , Do i choose the frequencies in the bios or something?

That most likely will not work. If you buy 3000mhz ram, you can OC it to 3000, maybe little more if you get lucky. To reach 3866, you need to buy 3866 ram (and that is insane expensive).
