What hardware component is crucial to get optimal performance from windows 10

I am going to buy a new laptop with a tight budget.
I know windows 10 is very slow compared to linux(ubuntu).
So what hardware component will drasticly improve performance of windows 10.
Is it the processor ?
or the graphics card ?
or getting an ssd ?

How can I get performance like linux(ubuntu)

I have these specs in my mind for buying laptop
i3-6100u
Integrated Graphics
1TB HDD

8GB RAM
I know having dual channel ram will impact a little to performance
