What if it does not allow you to delete a user signed in. I dont know who the Administrator is

there are two users on account. One has access to files and program and the other does not. I want to delete the user who has access

If you're not the admin, why are you trying to delete users?

Because Im the only one who uses this laptop. It is mine. a former business associate logged onto it opening his username which I want to delete.
I loaned him the laptop for 6 monyhs since his broke, but he returned it now , with him having access to files and me not. He gave me his password and said to work under his name, but I rather work under my own

Pretty sure you need the admin account password to mess about with user accounts, so....
