It means 60% of your ram is being used.

RAM (Memory) is used by all programs that are running on your PC, to minimize your usage, close prgrams that you may not be using.

How much ram is in your system?

What Operating System are you running (Windows 7 or OSX.. etc)

2GB of RAM really isn't all that much anymore. A brand new, fresh installation of Windows 7 will use up between 800 and 1.2 GB of RAM depending on the total amount available. After the installation has aged a bit, superfetch begins to learn what programs you typically use and automatically allocates RAM so the program can start up faster.

After I first boot, my PC uses 2.3 GB of RAM, but given I have a total of 16GB, it's not all that much.
