I still havent got a clear answer. So what increases rendering in 3d open world games so i dont lag everywhere. Is it ram? Is it Cpu? Is it gpu? What is the most crucial hardware for rendering?

Solution
You either need to lower the settings or get a better GPU. The GTX 1050 @ 1080p with medium setting will have dips below 30 FPS.

I am currently running the game on 1920 x 1080
World tile buffer: high
View distance: high
Anti-aliasing: epic
Post processing: medium
General shadows :low
Terrain shadows: epic
Textures: medium
High quality anisotropic flitering is on
High quality LODs is on
This is all i could say about game settings

Yes lowering the resolution will help, but the game will likely look better at 1080p and low-med setting that at a lower resolution if the monitors native resolution is 1080p.
