VRB means Visual Response Boost and it's a feature which decreases blur in fast moving images to achieve the effect of a 1ms MPRT (Moving Picture Response Time).

In other words, if you enable VBR, you can get 1ms response time with that IPS monitor.

Though, IPS monitors aren't capable of getting faster than 4ms GTG (Grey To Grey) due to the IPS panel design. So, to get past that, monitor manufacturers, e.g Acer, use different features (MPRT, VRB etc) to get the 1ms response time.

so will the response time on the VRB monitor really smooth? like 1-4ms?

Well, what you're looking at is the cheapest IPS panel 23" monitor. Don't expect much from it.

Since i wasn't able to find a reputable review about this monitor, i can't say how well the VRB is implemented nor how much backlight bleed there is. (Due to the IPS panel design, IPS panel monitors can have a lot of backlight bleed.)
