I've never heard it used before.
It had to do with overclocking an older locked i5-3450p using something called +4 overclocking. I stumbled across it while searching for something else, but the discussion only briefly mentioned it like it was a common term (back then?). But I can't find that discussion now. I think I cleaned my cache since then.
