If you want to connect to a 5G network and want to use the latest bluetooth version, you might have to look at something a bit more expensive. Else you can use practically any generic mini card with wifi and bt and add some antennas to it. These can be found at most bigger online shops, amazon, aliexpress, eBay and so on.
Please specify the type oft network and The BT devices you want to use.

Reputable Brands are broadcom, realtek, and a few others.
 
Wireless stuff can be a pain at the best of times, so I wouldn't get a cheap no-name adapter where you'll never know if it's that giving you problems or something else.

Personally I've always found TP-Link stuff to be really reliable yet affordable. Asus is also good, but a little more expensive.

Your budget seems really tight for a PCIe but you don't say where you are. I don't think you can buy USB adapters that do both, but you may well be able to get one WiFi plus one Bluetooth for less than a PCIe card? e.g. here I can buy a USB Bluetooth and a USB WiFi adapter for under £15, while the cheapest PCIe card on that site that does both is £27 (for either brand).
