Wireless stuff can be a pain at the best of times, so I wouldn't get a cheap no-name adapter where you'll never know if it's that giving you problems or something else.
Personally I've always found TP-Link stuff to be really reliable yet affordable. Asus is also good, but a little more expensive.
Your budget seems really tight for a PCIe but you don't say where you are. I don't think you can buy USB adapters that do both, but you may well be able to get one WiFi plus one Bluetooth for less than a PCIe card? e.g. here I can buy a
USB Bluetooth and a
USB WiFi adapter for under £15, while the cheapest PCIe card on that site that does both is £27 (for either brand).
