That cooler has High RPM and and matches your budget, I would go for it. Also, for $30 USD you could get a Cryorig H1 Ultimate. Has lower RPM for quieter operation and similar temps.

Honestly, the T4 or 212 would be better than the T2... RPM is pointless to mention as well in regards to the fan, it's not a selling point these days TBH.
