What is a good graphic card for around $200-$400

Im building a gaming pc and am looking for a good graphic card to match these specs. But first read this. I was looking at graphic cards and i came across two that I liked, Radeon R9 290 and GTX 970. The Radeon R9 290 have alot of reviews and more then 50% of those reviews are bad, there is something wrong with the card and there are issues. and the gtx 970 has loud coil whine. Maybe someone with experience with these cards can give me more information about them. Maybe someone knows of a better card. But my budget is no more then $400. I really am new to building PC and dont know a lot about graphic cards so i could use your help with choosing a card. Thank you for your time.

Mobo: Asus Maximus VII HERO

CPU: Intel i7 4790K

GPU: GTX 770

Ram: 8GB

HDD: 500Gb

PSU: 650W (havent picked out an exact model yet.)

Go with GTX 970. Coil whine can happen with any gpu. Not all have loud coil whine, it will depend on your luck.

Thank you guys for your responses. Im fairly new to gaming pc building. Do any of you think it will be too loud and get really annoying. Some noise wont bother me, but if im playing with friends and they can hear it through from my mic then it may be an issue.

If one does happen to have loud coil whine, ask for another and RMA that one.

The one question I do have is will it fit a mid tower case? I have a Apevia Explorer 2. Also how many wattage would i need out of a psu with my set up?
