What is a good TV tuner preferably under $100?

Hi, I live in Canada, ontario to be exact, and I was looking for a good tv tuner under 100 dollars. Does my location matter? and how much channels would be available? The tv tuner can be either usb or PCI, doesn't matter to me.

Also, what quality would the channels be in? would they be grainy or can they be hd?
