Not sure what part of "works the same as any other fan header port" needs more clarification here. If you have a fan controller that needs a 3-pins fan header connection for whatever reason, then the power fan should be just as good as any other standard 3/4-pins fan header.
It is a fan header just like any other, different in name only. If your PSU has a fan speed monitoring cable, you connect it there so it shows up as PSU fan in BIOS and monitoring software instead of whatever other fan header you plugged it in.
The power fan header (PWR_FAN) allows for monitoring the RPM of the PSU fan if the PSU has the appropriate wire to plug in to it, otherwise you just ignore it.
It's entirely optional anyway, even if the PSU does have the appropriate wire, It's not necessary to connect anything to that header to have a working system.

Hmm, Thanks. So it is not related to CPU fan. Like if i put a 3-pin speed controller there. It wont let monitor my CPU fan?

Nothing is stopping you from using the power fan header for an extra case fan, works the exact same way as a regular fan header. The name is the only difference.
