A version which appeared on a pro-Russian Telegram site took the number of Ukrainians "killed in action" ("16k-17.5k") and put those on the Russian ledger, while flipping the numbers on the Ukrainian side so they read "61k - 71.5k".

i don't know why putting figures on an opposite side of an account would change their values.
Unless it was just to make figures appear larger.

ledgers are books of accounts. Its an accounting term, or can be.
Kids in my country used to get school banking accounts, they would get a book that needed to be updated if any transactions took place. This is a ledger.

"Russian ledger" isn't a thing. It's a figure of speech here. Putting things "on the ledger" is a common turn of phrase.

'Russian Ledger' = Sarcastic way of saying that the Russian numbers are grossly overstated!
