Hi, so I was wondering what a safe max temperature is cause my goal was to ensure it never reaches over 80 with my 3700X is this achievable with a Noctua U12S and what temperatures will I get?

The general recommendation is 'up to 85C.
No one can just tell you what temps you'll get with a particular cooler - there are too many factors in play.

Your goal should be 62-65c for PBO auto clock to work best, 80c is OK for all core max manual OC. I doubt any 120mm cooler would give you that.
