Are you using the laptop Lid to turn off or put it into sleep mode? If you are using a button instead then go to control panel, Power Options, Change Plan Settings on current plan, Change advanced power settings. Under power buttons and lid turn off check Lid actions and for both On battery and Plugged set Do nothing.
This setting will make the lid switch be inactive so both turning on and off using the laptop lid won't work. Try that, maybe it will help. If not then there is something messed with ACPI drivers.
Btw usually sleep/close is done with button by a short/long stroke.
