what is and where do you get WHQL Logo'd?

under the DirectX Diagnostic Tool it says I can get the WHQL Logo'd what is this for and do I really need it and if I do where do I get it?

another thing every time I start/restart my PC it always gives me an error that directX 9 is not working, why would it be doing this if it's using DX12?

Not really.. it because you probably don't know what you doing and have wrong/bad drivers... so get it sorted.

there is only one for amd gpu's, or maybe the crimson beta drivers are not working properly?

oh yeah I sent in my gtx970 for replacement!
I'm using my Radeon HD 7850

and it was the crimson beta drivers I reverted and it's fine now.
