What is Battery Wear Level? Mine is 96%. Is it Bad?

Hello everyone, I have a question.. A high percentage of battery wear level of my 2008 laptop is bad? I bought a new Chinese laptop battery 1 month ago and I still get 2-4 hours of battery life as expected.. But I'm just worried about that battery wear level because 96% is freaking too high when I checked it using BatteryInfoView.. Running Windows 7 (and a frequent OS installments for testing).. I barely used my laptop running while charging.

In general Laptop Batteries rundown easily and will not be able to hold its original capacity when it has completed, (1) More than 300 Charge Cycles, and/or (2) Over 18 Months of Use.

What is the best battery wear level to get a replacement battery ?

It is recommended to get laptop replacement battery when the wear level threshold is within the range of 30-45% (And battery replacement can be done when battery wear level reaches 20-29% of battery wear level )

The way i interpret it, 98.3% just means its dropped 1.7% since you got battery. If you got it 1 month ago and its meant to last 18 months, then 1.7% seems to be reasonable. And not high at all?
 


Thank you.. I thought that it should be 1% for new laptop batteries because I saw some photos that shows 28% or something... I installed that program before since I bought that battery and only shows me 3% > so I just get worried when it reaches 98.3%.
