Personally, I've had a sapphire tri-x 290 and a powercolor pcs+ 290x. The tri x was touted as the better cooler, but I got much better results with the pcs+. The pcs+ ran cooler even though it was the 290x. It's a beautiful card.. they both are, but if anything I'd go with the powercolor pcs+.. it performed better and ran cooler. I had to return it though because of some miscommunication issues, otherwise I'd have kept it..
