What is better for a GPU? When it has more MHz in memory clock speed or less?

The more, the merrier. But you also need to consider cooling/noise level.

You want it higher without crashes or artifacts. But don't expect miracles by increasing memory clock speed. You will be a bump in performance, but not nearly as much as the GPU clock speed.

more, however 1290 DDR5 is also known as 1290*5=6450 which should be compared to the 7008 value.

The higher the better on the same GPU. Performance can not be determined between two different GPU's on memory clock alone!
