The 970 and 290 are comparable however the 290 draws more power. BUT, you get the whole 4GB (if that's an issue.

I would say the 280x is a tier behind but wil still give you ultra gaming at 1080p. The 970 is perfect for 1440p ultra gaming so its dependent one what resolution you are playing at.

Also, what is the make and model of your PSU as you don't want to stick a brand new GPU alongside a crappy unrated PSU.

and i have small display 21,5" max rez is 1680/1050

Then the 280x would be perfect. 970 or 290 would be overkill for that resolution.

Go for gtx 970
- requires less power in return produce less heat. As long as your psu is at least 500w from a decent brand you're good to go. 280x requires min 550w and 290x requires min 600w
- 970 has native/hardware support for dx 12 while r9 2XX series are dx 12 compatible
- 970 trades blows against 290x but in general better card of the two
