What is btcache ?? (Utorrent,BitTorrent) Peering

When I am downloading Ubuntu or any Linux OS packages through utorrent or any other torrent software I can see btcache and this thing increases my download speed at least 100 or 1000 times, say I am getting download speed @ 30-35 kbps normal and by when downloading any file if btcache is there the speed is reaching to 4 to 8 Mbps ?? Why What is the reason behind this ?? I think it is not a normal IP address,or person or uploader. eg btcache ip 10.240.254.xx(111-117)
