Question What is causing my games to sttuter?

Hello guys so my specs are
I5 4590 3.3 ghz
8gb ram
Gtx 1060 3gb
Psu coolermaster 400w
500gb hdd
Lg 22m38 60hz monitor
The stutter occurs in most modern games even at medium such as fc5 resident evil 2 remake fortnite(only when in the first 30 second of the game)
Btw my components are brand new it.s been just 2 weeks or 3
