Question What is causing my low frames ?

PC specs:
Motherboard: AMD B450,
CPU: Ryzen 5 3600
GPU: Nvidia 2070 Super.
RAM: 16 GB DDR4 running at 3000 MHz
PSU: 550W 80+ Bronze

I feel like I wasn't getting these lower frames when I first got the PC back in late 2019, and I checked out the average FPS for games running on the same CPU and GPU pairing and they all average higher FPS than what I get even when I have things running on low settings. I mainly play first person shooter games like CS2, Rainbow Six Siege and COD. On CS2 with low settings I range in the low 100's to sometimes 150's and on siege I can usually get from around 120's to as high as 220's but it's usually running in the 140's. I've changed Nvidia Control Panel settings, in game settings and I don't have any GSYNC or VSYNC type program on. I have set it to unlimited frames for the games I play and I play at 1080p.

At first I thought it might have been my CPU thermal throttling because the temps would idle at 60-70c and get up to the high 80's when gaming. I bought a new CPU cooler and my temps got down to idling in the low 40's and running at 50-low 60's celsius while gaming and my frames are still low. This leads me to believe it could be a GPU problem. I tried testing out my GPU in MSI Afterburner and it seems like the GPU is being utilized as it should, but I'm not really sure what type of readings would be acceptable. The GPU temps can idle in the mid 30's and get as hot as 83c when gaming.

If anyone has any advice on what might be the issue with my low frames please let me know what I can try and if you need more information just ask and I'll try my best to answer.

What is your memory amount? If it is actually 6gb I would say that is holding you back a bit. What is your refresh rate on your monitor? Are your bios and motherboard drivers up to date? I would also adjust the cooling fan speed on your gpu to keep the temps in the lower 70's if possible during gaming.

I meant to type 16 gb for the ram sorry. Monitor I'm currently using is 240hz but I had the same issues on my 144hz monitor. Where could I check for the motherboard and bios drivers? Also I'm not sure myself how to adjust fan speed on my GPU.
 
You can check for updates here, just put in your specific motherboard model in support section. https://www.gigabyte.com/Motherboard/AMD--Chipset-AMD-B450 To adjust fan speed on the gpu use MSI Afterburner, click on settings a box will appear, click on fan tab, enable fan settings box. Then you can now adjust fan speeds to adjust for temps. I usually use a more aggressive fan setting and set fan speed about 10 percent above the temperature i.e. 50c 60 % fan speed. You can use your own settings. You can check you gpu speeds using GPUZ https://www.techpowerup.com/gpuz/ also check to make sure your gpu is running at pcie 16x 3.0. Double check to make sure your memory is running at 300mhz.

First of all, I would like to ask: have you optimized your system? If yes, please let me know. Sometimes, optimizing Windows can be more useful than optimizing the game. If you didn't, I invite you to try if it fixes your problem. "Tech YES City" provides a very good optimization guide:

Something that could help, but which isn't mentionned in the tutorial is to activate the hardware accelerated GPU scheduling. Otherwisely, it could be possible that your CPU is the problem since the 3rd generation of Ryzen CPUs is now 5 years old and the performances of it has been degradated. If you are sure of what you're doing, you can apply differents Registry tweaks that are explained by "TroubleChute" in this tutorial:

Second, I would like to know what operating system you use, because this can impact your performances of a little bit, and there might be more optimization to do on newer OSes since they come with more functionnalities, for example the Virtualisation-based security on Windows 11. Telling me your OS would help me on finding appropriate tweaks for your device.
