i get fps drops and i definitely am not getting the performance i expected out of my pc what shoudl i upgrade to get 60 fps in most games like sc2, bf4, minecraft with seus shaders on multiplayer. The only thing i am impressed with is skyrims performance runs ENB 2k textures and like 20 graphic mods 35 plus fps no drops but drops on all other games

Download free trial CCleaner, check you're drivers, defrag HDD, check for virus, try downloading Razer gamebooster, clean you're PC, check performance of CPU by using AMD Overdrive. There is many more things you can do. How much ram sticks do you have? Maybe just maybe you're CPU is bottlenecking GPU, but just maybe.

I'm guessing you do not have an SSD - running programs and the OS from an SSD will significantly improve performance.
Is your Firewall bottlenecking performance when playing Multiplayer?
What else is running in the background?

i have tried literally everything u said, i used cc cleaner ad aware spy bot search and destroy registery cleaners Razer Game booster and my cpu will get to 100% frequently but even when its not i dont get the performance i expected my friend has a worst GPU than me but has an i7 with 16 gb of ram and he gets 60plus fps in all games max settings never dropping below 60. i get like 40 fps on bf4 low settings but sometimes i will get 60 on ultra with 4xAA 32 players? idk wtf is going on

Upgrade the cpu to a 8350 or something around there, I don't think you are bottlenecking but that cpu isn't the greatest for games like bf4 and others.

I see your resolution is 1440x900 so your gpu should be alright for that but with the cpu reaching 100% sometimes that would be the bottleneck

If your CPU is at 100% frequently as you state, then that's a bottleneck my friend - a big one. Time to upgrade - ups to nerro120, the 8350 will pretty much double the CPU performance over the 4130 - ignore the total score, look at the performance stats - http://cpuboss.com/cpus/AMD-FX-8350-vs-AMD-FX-4130
