What is causing my streaming videos to stutter?

I have noticed while streaming videos on services such as YouTube, HBONow, and Amazon that the images stutter or freeze. There is no problem with the audio. It is starting to annoy me. My PC uses an Intel i5-7600K CPU, ASUS Geforce GTX 970 Strix (which I intend to replace with Nvidia Volta next year) , ASUS AC68 Dual Band AC1900 USB WiFi adapter and 16GB of DDR4 Corsair Vengeance RAM. I am pretty sure it is not a hardware problem with my PC. I have already uninstalled and reinstalled and updated the drivers for both the GPU and WiFi adapter. I cleared the cache, cookies, and browsing data on both Google Chrome and Microsoft Edge, even though I mostly use Chrome. I have done a virus scan and found nothing. I have also removed Adobe Flash Player and Java. I am using a Netgear Nighthawk X8 AC5300 Smart WiFi Router (Model # R8500) which uses the 802.11ac standard communication between it and my WiFi adapter (my computer is in the basement and the router and modem are on the second floor). When I bought the router, we upgraded our modem from our Spectrum cable provider and it provides 300 Mbps data speed. Besides my PC, the only other devices that are connected to the home network are my smartphone and tablet and my father's PC, smartphone, and tablet. I don't know if this has anything to do with my problem, but my GTX 970 is currently connected to a 60-inch Sharp 1080P LED TV with a 240 hertz refresh rate via HDMI. I am starting to suspect that the problem may be either with my cable provider or the servers that broadcast the streaming videos either from or for companies such as YouTube, HBO, and Netflix, but I would appreciate additional suggestions on what may be causing the problem and how I could possibly fix it.
