What is causing the screen to artifact badly.

This only happens when playing a video in a browser. It doesnt happen every time though. It could go a couple weeks without doing it or do it even after resetting the computer. The screen this happens to is connected through HDMI and the second is VGA. If i disconnect the HDMI the artifacting will go to the other screen.

Specs:
FX-6300 @ 4.1ghz 1.3125v
XFX R9 270X DD
Asus M5A78Lm/USB-3 motherboard
WD 500gb HDD
Corsair CX750M

Either it is the motherboard or the graphic card gone bad.

Can't be sure. I have been facing the same issue and in my case it was the motherboard and i end up sending the graphic card cause i face this problem rarely very rarely so it was hard for me to determine whether it was motherboard or graphic card.

Although in your case you say when you browse the video it happens so we can try 3 things:

1: Remove the card and try any of your friend's card in the system and browse the video to see if the problem occur. To force this problem i suggest to download the Furmark and run the burn in test for like 10 to 15 minutes and if the problem occurs then it is the motherboard that is faulty.

2: Remove all the cards and run the burn in test for 15 minutes and see if somethings happen.

3: Run the burn in test with your graphic card inserted to see if the problem occurs.

Solution
I couldn't get it to do it all during Furmark test but it did start happening more and more when watching Youtube videos. With the reviews of the motherboard it seemed like the motherboard was more likely so I got a new one. The problem still happened so I guess its the GPU.
