[SOLVED] What is core effective clock and why is it so much lower than core clock on HWInfo

So in HWInfo my core clock on all 6 cores is 3.8 Ghz but core effective clock is always around 1.5-2 Ghz. What's the difference between the two and should I be worried about how low it is compared to core clock? Can I put it any higher than that to improve performance in games?
