Are they the same thing? I was watching a video of Yestechcity and came across a tutorial of his to "turbo unlock" an intel xeon cpu....

is "turbo unlock" the same as overclocking the cpu? because on the video he says the cpu goes from 2.5 ghz to 3ghz

Which platform ? Turbo(boost) is usually automatic function in a CPU to boost 1 or more cores to it's highest boost frequency. Could be modified to some extent by BIOS. Latest Ryzen for instance calls it PBO/PBO2 (Performance Boost Overdrive)
Some systems also have one or more OC steps to overclock all cores to some extent.
Then you have classic overclock that's done manually in BIOS or with software when hardware allows it.
Turbo Boost (intel) or Turbo Core (as AMD terms it) is automatically managed by the chip. It temporarily raises clocks for one or more cores on demand subject to thermal headroom. This is how modern chips are programmed from the factory and is not a modification. Overclocking raises all the target frequencies beyond factory spec.

In this context it's even worse, you are modding the CPU to make it do something it shouldn't do at all while overclocking is something that the CPU is made to do, within a limit at least.

Also what the xeon unlock does is more comparable to multi core enhancement (mce) which is running all cores at full turbo which is also overclocking if it exceeds the specs.
