What is CPU turbo boost

The i5 6500 has a base of 3.2g and a turbo of 3.5????

The cpu will run at 3.2ghz or below at idle when the cpu is not doing much, if you say play a game or do something that puts a heavy load on the cpu it may "turbo boost" up to 3.5ghz for extra performance if cpu temps are cool enough to allow it.

more specifically, called core performance boost, it will activate when >50% of 2 cores are used, thus triggering the settings to go above the stock speeds to help run IPC faster to complete your tasks. also as said if its cool enough with voltage applicable. you wont turbo on an FX8350 on a low phase board because of throttling.
