more specifically, called core performance boost, it will activate when >50% of 2 cores are used, thus triggering the settings to go above the stock speeds to help run IPC faster to complete your tasks. also as said if its cool enough with voltage applicable. you wont turbo on an FX8350 on a low phase board because of throttling.
