What is DVD-VR?

I notice that programs like DVD movie Factory 3 Disc creator support
DVD-VR.
I was wondering what it was and would it be of use to me.
Do I need to format a CD-RW disc to DVD-VR format?

A recording format approved by the DVD Forum for use on set top DVD
recorders. It's typically used to record onto -RAM (Panny, Tosiba and
others) or -RW (Pioneer, SONY etc) Progams that lend support to -VR
typically allow you to read these recording and let you edit them and then
re-author to -R using the DVD-Video format for more ubquitious playback and
archiving. DVD+RW does not support -VR.
