What is going on with my i5 CPU Clocks?

So basically, when i got this mobo, my CPU was thermal throttling, it was running on the stock Intel Cooler. I did disable the overclock which was applied and i did disable the Intel Turbo Boost technology. Now when i got my new cooler LC Power LC-CC-120 Which is a pretty good cooler, i was getting ready to overclock as i saw that my ram was underclocked as seen in the video (Kingston HyperX 1600MHz DDR3) and my CPU clock frequency was all over the place all the time. The temperatures are stable with this LC-CC-120 Cooler 30c idle and 45c when gaming (tested on BF1) and on the old cooler somwhere around 40c idle and 75c gaming (same game).
The MoBo i am using is the: GIGABYTE P55-UD3 1156 and the CPU is i5 750

So i would really like an answer on how to fix this or how to prevent it from happening, since i want to OC this cpu to around 4.0GHz

Is it all over the place if you keep all cores very busy, e.g., running P95 Small FFTs? It's normal for the frequency to change when the CPU isn't busy, but if you set the Power Plan to high performance, then the CPU will always run at full speed. I usually do it only if need be, e.g., when running VMs and I don't want the CPU frequency to drop even when it's idling.
