[SOLVED] what is going on with my pc

CPU: Intel Core i3-9100F
storage: addlink ssd and a nvme
ram: G.SKILL Aegis 16GB 3000 mhz
I've been playing hitman a lot. I have been getting 100-150 fps. for some reason recently it suddenly seems stuck at 42 fps no matter what settings I tweak. Its very strange because I turn the settings all the way down and it stays at 42 and then I turn them all the way up and its still at 42. (and before anyone says it I made sure that the frames where not locked at 30)

I checked and there were no threats detected.

Also the other day I opened up the game and it was running normally, but later the same day it went back to how it was before.

Is it just with one game or multiple?. I feel like there's something to do with your settings, but before make sure your GPU driver and windows are up to date.

I would also ask you to check the hardware temperatures, usage as well when playing the game.
