Question What is going on????

I use a 500gb SSD for gaming. I'm not gonna go into insane detail about the branding and stuff like that. It's a 500GB Sata III (500MB/s ish) SSD, that I use for gaming. I also have a 5400RPM 250GB HDD I use for storage (game clips, video editing, etc).
*KEEP IN MIND THAT THERE IS NO OPERATING SYSTEM INSTALLED ON MY HDD*
Whenever I have my HDD installed in my system, for whatever reason, when I run games, the frametime and partially framerate drastically decreases because my HDD is at 100% usage.
Keep these things in mind:
1. I have no steam games, steam library, or any DLL/ system files on my HDD.
2. ALL games I run are on my SSD.
3. My HDD does run at some percentile at any given time my PC is on, but will completely max out when I'm playing games.
4. My system is capable enough to run these games, and runs them smoothly without my HDD.

SYSTEM SPECS:
Intel i7-4790s
GTX 1080
8GB DDR3 DIMM RAM (soon upgrading to 16GB 1600Mhz)
 
Do you have a paging file on the hard drive? With only 8GB of RAM, windows might be trying to use the hard drive for virtual memory. You can check by going to:
Control Panel
System (might need to hit "View By" and then "small icons"
Advanced System Settings
Settings button in the Performance tab
Advanced
Change in the Paging File tab

It should then show you if there is a paging file on your hard drive.
