The easiest way to compare gpu's are to look at benchmarks, it is really just imposible to determine how good the gpu is based on numbers.
With that being said there are one thing that is really important and that is vram, vram is where all the textures are stored, and if you don't have enough then your game is going to start stuttering, but having more than the needed vram is not going to increase your framerate.
Of course clock speed and memory clock speed matters, but it is not always true that the more clockspeed a gpu has the faster it is, and the better framerates you will get.
The perfect expample is the 1080 and 1080 ti the 1080 has a significantly higher clock speed, but the 1080ti is performing a lot better.

I'm not saying that the specs of the gpu doesn't matter, but there's a lot of numbers that you have to undestand if you want to determine how good the gpu is only based on numbers.
Therefor i recommend you looking at some benchmarks for the card on youtube(Please don't judge me for using YouTube as a reliable benchmarks source, if you use YouTube for benchmarks then make sure you watch more than one video because there are a lot of fake videos out there)
If you are going to use the card for gaming then the best way is to look the card up on YouTube and watch how it performs in different games.

Do look at review by bigger youtubers as a lot of random people tend to post fake performance numbers just too make something look better.
 


Just look at benchmarks, lots and lots out there. Official ratings are better than YouTube, say from reviews on Toms. There are also tons of posts on the forums asking about what card to get.
It also depends on your computer overall, you don't want to spend $300 on a high end video card when you have an 8 year old computer with a low quality power supply.

Best thing is to list your system specs, resolution and quality settings you are targeting, your budget and ask what card would work for you. That way you get feedback on the system overall.
