What is increasing the System Volume Information size?

Win 7 Pro SP1 64bit. I have an ever growing System Volume Information folder on my D: drive. I have had system restore turned off on this drive always, as far as I recall (it is possible I used to have it on a long time ago). In an attempt to reduce the folder size, I turned it back on very recently, then off again with reboots and a bit of waiting time in between, hoping it might clean itself up. There has been no change.

System oddities I can think of:
I use DiskCryptor on this drive.
I use Avast antivirus
I have symbolic links on the C: drive for my Outlook pst files that physically reside on the D: drive.
(I also have Windows Backup turned on which saves data file backup and system image on this drive.)

I would just try to go down the road of deleting the files but I notice that they are progressively being created and I do not want to screw anything up. I just do not know what is doing it as drive restore is off (and no restore points are indicated). The last thing I want to do is to mess up the encryption on this drive, for example.

The files appear to have started in July 2014. During that month I installed Xirrus Wi-Fi Inspector, DiskCryptor 1.1, FTDI driver package (USB driver), Everything 1.2.1.371 (search tool), and during the previous month I installed NVIDIA Graphics Driver 335.23.

Find below a listing of the folder in date order. I assure you that I have turned off system restore although the SPP folder seems to still be there (it may have not caught up with the last time I turned it off). I have a feeling that the SPP folder was not there until I started mucking around over the last few days.

That these files are so big (really big one to start and then relatively smaller ones at sort of regular intervals) indicate to me they may be system backup files but I do not understand that because System Restore is turned off. Is it possible the System Restore settings have become corrupted? If so, where do I look to find that out and do something about it? I have performed at least one system restore in the past but I do not know when I did it (would have been for the C: drive).

Can anyone help me find out what is creating these files?

Volume in drive D is CoolData
Volume Serial Number is 4A1A-2340

That is the system restore points. When they are made automatically they are stored there. Go to system properties and click system system protection. From there click configure or something like that.
Then delete all restore points and the space is cleared. But all the restore points are gone also.

Thanks, Drew, but like I said I had already tried that. The system protection was still creating restore point data even though it was turned off. Deleting all restore points did nothing even though Windows told me it had done it.

Not sure what you mean. This is a D: drive issue but I turned system protection off all drives, deleted all restore points, with no change to what was going on with the D: drive System Volume Information. Since manually deleting all the restore data on D:, I have turned C: system restore back on as I consider that useful.

I see yesterday, 1st of the month, System Volume Information on D: has been recreated. So, as I feared, I have not solved the problem but just deleted the data. Wherever the restore point settings are stored within Windows, it does not match what Windows is telling me through the System Restore interface. I have checked group policies and they are just default as far as I can see.

This might be a different issue. Check the properties of the d: drive. Check and see if ready boot is enabled on that drive. Also the system volume information is for system restore points, but it is also for managing the drive to(Drive index, files etc.). But 3 GBs looks like its the ready boost. Sorry for taking so long to respond

Thanks for the idea but the drive is not solid state and I checked that ReadyBoost is off. The files being written to the System Volume Information folder are, I think, likely to be System Restore because a new one appears every 7 days:
