What is intel boot agent?

I've just bought a refurbished pc with a i5 2500 and payed extra for Windows, but on boot just getting intel boot screen? Does this mean windows isn't installed or something else?

intel boot screen sounds like its trying to boot of the lan/ethernet/network

check bios to see if hard drive/ssd is not set as first boot device
