what is maximum recommended ram usage?

at what point is ram consumption getting too high, and affecting performance/stability of system?

I sometimes get up to 90% ram usage as shown by windows task manager.

this can happen when I am running a few audio tracks simultaneously, and syncing a large set of files to the cloud, and have a couple other programs open, such as gmail with lots of chrome extensions running.
the windows core system process tends to slowly increase its ram usage in this scenario, getting up to 400-500 mb , at which point I usually do a reboot or shut down programs.

Is 90% ram usage a problem? at what point does it become a problem?

When you notice a drop in performance or stability. Basic numbers mean very little unless you know how to interpret them, and you tell us nothing about page faults or paging file usage. You probably need a more sophisticated tool than Task Manager to do meaningful analysis of memory usage.

Memory management in modern versions of Windows is a complex subject. But, if you pay for 4GB of RAM do you want to be able to use 4GB (or even 3.6GB) or not?

I do suspect a memory leak.
I read about issues with realtek audio drivers and windows 10. and I noticed that sometimes my audio would just konk out in the middle of playback. So I went to device manager/sound controllers and fully deleted the only entry, realtek.
then I rebooted and let windows reinstall it.
so far my playback is okay, but I still have a creeping ram increase over time, even without user input.
maybe it is MEGAsync, which is trying to upload a bunch of heavy files.

thanks. so basically, as long as the computer functions properly, not to worry about numbers. ram is there to be used.
