Maxwell GPUs are GPUs that are made with the new codename "Maxwell" architecture, its sort of a generation thing, like ivy bridge, sandy bridge and haswell is for 2nd, 3rd and 4th generation processors.
the last generation of GPU's are the majority of the gt(x) 700 series (codename Kepler) mobile graphics cards, the 710M,720M...780M and so on.
HOWEVER that does not mean to say the new 800 series mobile graphics cards are all using the new maxwell architecture. for example there are 2 versions of the 860M, the maxwell version and the kepler version. The maxwell version focuses on reducing power consumption, by having a higher clock rate and pixel rate at the cost of a much lower texture rate.

Maxwell is the latest architecture from Nvidia, replacing the Kelper architecture.
GM107 chip is the only one we've seen so far in the GTX 750 and 750 Ti as well as the GTX 860M.
It is very energy efficient and has lots of complicated improvements I don't understand.
Essentially less transistors with no loss in performance (750 Ti vs 650 Ti).

The next gen maxwell chips will be the GTX 880 etc and will probably be released Q3 or Q4 this year. Could be wrong though. Only speculation at this point.

The general increase in performance for these Maxwell and 800 series mobile graphics cards (and soon to be desktop graphics cards - like the 750Ti) can be anywhere from 10% to around 35%. Furthermore the majority of the maxwell cards operates at a lower wattage and thereby allowing a slightly longer battery life than its predecessors.
