Question What is minimum fps at vertical sync (vsync)?

When I test vsync with fraps, I remember my very old pc usually displayed in vsync:
min: 59 fps
max: 61 fps



But my new geforce usually displays:
min: 58 fps
max: 62 fps

And sometimes (maybe often):
min: 57 fps
max: 63 fps



When monitor uses 60hz, I believe video card with vsync must display 59~61 for excellent quality. Is this geforce poor quality? Do new geforce get perfect vsync?

The FPS fluctuates because the GPU thinks "Oh, I can reach X fps, but im being told to only do 60, so ill work less hard so I can meet that goal easily." With this said, the clock speed is lowered so the GPU does less work while still meeting the Monitor's cap. Not sure if this is what you were asking... let me know if you need more help
