what is minimum requirements to boot bios?

Hi guys as the title says.
i want to run the bios.

I'm running dell 7020 1150 motherboard.

so if I use the power supply two cables 8 and 4 pin.
RAM 32 GB
won't install fans or graphic card.
is it possible not to run the cpu in the motherboard?

I want to log into the bios because once I connect everything it keeps in flashing power botton orange color so I need to test is it because of cpu or motherboard or power supply.

so what is the minimum requirement to run into bios?

Monitor
Probably keyboard
GPU, if the CPU has no integrated graphics
For some server motherboards, all the original fans.
Okay so the cpu with motherboard and power supply and keyboard with one stick ram required.
ofcourse the power botton as well.
i need to keep the minimum so I can identify why would my cpu doesn't start and getting orange flashing from the power botton, after it starts i can connect my nvidia graphic card and my ssd and fans, and cooler for the cpu

i want to start the bios first to see what is wrong with my pc is it power supply problem or motherboard or cpu problem, i don't want to use thermal paste because might need to change the cpu if this wasn't able to boot, then will add the rams to 32 gb. i think step by step till i add something and if this doesn't start then I'll know this is the problem.

so the cpu is required to run into bios right?
the pc can start without fans and air tempreture this is for 7010 and 990 and 790 for sure you just need to press f1 to pass that alert. i've done that several times.

don't know about 7020 because since the upgrade i wasn't able to start that not even into the bios it keeps flashing and flashing
