What is my actual CPU clock speed?

So I've ran the Time Spy benchmark today and I noticed my clock speed was set to a mere 3.2Ghz on my R5 1600. I went into bios and played around with the settings and everything was the same as always the OC being set to 3.8Ghz and Ram sitting at 2667mhz .

Question is why does task manager show my clock speed at 3.2 and HWMonitor at 3.7 (my current clock in BIOS). What is my actual clock? My Cinebench run would suggest its at 3.2 (1177 score while usual stock score is more or less 1145).

CPU: Ryzen 5 1600
MBD: MSI Gaming Plus
RAM: 1x8 Hyper X Fury at 2667 (factory rating)
GPU: Gigabyte 2x Windforce OC GTX 1060 6GB

Right but the displayed clock is different to what the OC is set to
 


i'm not sure but if your input voltage is modified , then that frequency is what your cpu is @
 
It doesn't look like the OC that is saved in the BIOS has any effect in Windows, which is my problem. I'd prefer if the CPU I can easily run at 3.8ghz runs at 3.2 max
 


Running Cinebench or Aida64 task manager still shows 3.2ghz while it used to be pinned at 3.8 even at idle which is why I'm certain the OC isn't through. Not to mention lower R15 score by a mile.
 


I recommend you reset your bios and test at stock to see if it boosts.

However now Cinebench seems to lock up the system at 3.8ghz but not 3.7?
You think its due insufficient cooling?
 


As far as I know the voltage is set to auto, which could be the cause
