NEMA ratings (not rankings) are used to characterize an electrical device's resistance to solid and liquid ingress (that is, entry of solids and liquids to the object).

The Ingress Protection rating is in the form of "IP##" where ## are two concatenated numbers. The first number goes from 0 to 6 and represents the objects resistance to solid objects, and the second number goes from 0 to 8 and represents the objects resistance to liquids. The exact details of each rating can be found online.

NEMA ratings are approximates to IP ratings

NEMA 1 = IP10
NEMA 2 = IP11
NEMA 3 = IP54
NEMA 4 = IP56
NEMA 4X = IP66
NEMA 6 = IP67
NEMA 12 = IP52
NEMA 13 = IP54

EDIT: As is apparent in the above table, the NEMA 6 enclosure standard, which is the standard for submersible enclosures which would be used in municipal utilities is approximately equivalent to IP67, which is particle tight and offers protection against the effects of submersion.
