What is the cataloging of photos taken with a digital camera? Is it about dividing the photos into folders by date or by places where they were taken or should all photos be in one folder and the program for cataloging photos sets the order in which they are to be displayed and are divided into groups in this program? Are videos also cataloged like photos?

Yes to all and other methods as well.
They can be cataloged by the camera itself put into folder based on date sorted by exif data in the pics and so on and so forth.

I saw somewhere on google some ads for photo cataloging programs and I don't know whether to catalog them at all and how I'm asking you.

If you have that many photos that you need to find quickly then it makes sense, so basically mostly for professionals.

For personal pictures just put them into folders depending on event or year or however you want.
