What is safe?

My CPU when gaming gets to about 70-78c. I just wanted to know if these temperatures are COMPLETELY safe meaning that no harm at all is done and my CPU life will not be shortened even by a second. Please be specific! Thanks!

i7-6700
NVIDIA GTX 970
8GB ram quad core

Your "safe" but good temps are usually low to mid 50's C so that's what you should shoot for.

The short answer to you question is yes, 78C is safe, but the "specific" information you seek is in that Guide, so please give it a read.
