What is TDP.

I looked up TDP, and I found 2 different answers, I found that TDP is either how much wattage the CPU takes. Or how much heat the CPU generates. Will a 250 TDP cooler be enough to cool a 95 TDP cpu with overclock? (Cryorig R1 ultimate and i7 8700k)

Wattage (power) consumed = heat generated.

TDP is a rough measure of the heat that a CPU will generate under sustained, heavy load, and therefore dictates the class of cooler necessary. You want a cooler with a TDP ≥ the CPU's TDP. If you overclock, the TDP of the CPU will likely go out the window.
