Crossfire R9 280X will be better in games where crossfire is optimized else the R9 290X will beat it. Any higher end card like R9 295x2 will beat a R9 280X crossfire no doubt.
Crossfire R9 280X performance will only go up to a R9 290X or slightly higher than a R9 290X.
