The budget is somewwat limiting for a PC that is expected to excel in both Gaming and Editing / Rendering.

1. Optimizing for gaming or rendering requires different types of video cards. Gaming and CAD run better on GTX, Rendering works better on Quadro. To do both, the Titan X is your best bet.

2. All will work better if you avoid low budget motherboards, In Gaming for example, most low budget solutions will provide substandard audio solutions as a means of meeting their price target. Stick with Z270 / X99 boards equipped with ALC 1150 or 220,

3. Editing and rendering both benefit from faster CPUs and more threads. X99 platform is a huge benefit here as is overclocking.

4. Editing and rendering both benefit from more RAM, faster RAM and RAM with lower timings. DDR4-3200 was very close in price to slower sticks and therefore has the most bang for the buck, but of late the price point has dropped to 3000.

5. If using one for OS and programs, a 2nd SSD for use as a "scratch" disk. HDs, especially slow ones, should be dropped in favor of SSHDs which even in gaming 1re 1.5 times as fast as the best HDs.

6. Of course don't cheap out on the case here; a well ventilated case will be important

Without the GFX card, you're a bit over $1,000 for Z270 based system ... at that point, you'll have to decide what to give up on ... GTX for gaming, Quadro for rendering for Titan X for both. Since that is bigger than your budget, you will have to pare down from there.
